People to People Health Foundation (PPHF), New Delhi, invites sealed quotations under an Expression of Interest (EoI) for the procurement and implementation of BOQ & SUPERVISION OF CIVIL WORK activities as per the configuration and requirements detailed below.

Preparation of detailed BOQ for:

  • Repair of damaged walls, floors, roofs, and ceilings
  • Replacement of doors, windows, glass panes, and roofing sheets
  • Whitewashing, wall putty, painting, and finishing works
  • Structural crack repairs and waterproofing treatment

02. BOQ Deliverables

The consultant/engineer shall prepare:

  1. Detailed BOQ with item-wise quantities.

  3. Unit rates and cost estimates.
  4. Drawings/sketches where required.
  5. Material specifications and quality standards.
  6. Construction methodology notes.
  7. Measurement sheets and abstract cost summary.
  8. Tender-ready BOQ package.
03. Scope of Civil Work Supervision A. Pre-Construction Activities
  • Site assessment and verification of quantities.
  • Validation of BOQ and drawings.
  • Contractor briefing and work planning.
  • Baseline documentation with photographs.
B. Construction Supervision

Eligibility & Evaluation Criteria

Interested applicants will be evaluated based on the following criteria:

  • Professional Registration: Proof of valid corporate/professional registration in Quantity Surveying (e.g., RICS, AIQS, or local equivalent board).
  • Track Record: Minimum of 05 years of demonstrable experience in preparing BOQs for projects of similar scale and complexity.
  • Technical Capability: Proficiency in industry-standard QS and BIM takeoff software (e.g., CostX, PlanSwift, Bluebeam).
  • Financial Stability: Financial capability to undertake the assignment (supported by audited financial statements or bank references if requested).
Submission Requirements

Applicants must submit the following documents in their EoI package:

  1. Cover Letter: Expressing interest and signed by an authorized signatory.
  2. Company Profile: Detailing core competencies, organizational structure, and key personnel (CVs of lead Quantity Surveyors).
  3. Portfolio of Past Work: Profiles of at least three (3) similar projects completed in the last five years, specifically highlighting BOQ preparation and tendering outcomes.
  4. References: Contact details of at least two (2) previous clients for reference checks.
Terms and Conditions
  1. Quoted prices must represent the cost levied by your organization.
  2. Quotation validity: 30 days from the date of opening.
  3. All correspondence must indicate ENQUIRY NO. & DATE.
  4. Quotations must be typed or clearly written in indelible ink, without corrections or erasures.
  5. The quotation must include PAN, GSTIN, and complete contact details of the bidder.
  6. The sealed quotation must reach PPHF at the below address on or before 05/06/2026 by 15:00 hrs through courier, registered post, hand delivery, or by email at procurement@pphfglobal.org.
  7. If sent by email, the quotation document must be password-protected, and the password shared at the time of bid opening only.
  8. Payment will be made via NEFT/RTGS after release of payment from the client.
  9. The sealed envelope or email subject line must clearly mention “BOQ & SUPERVISION OF CIVIL WORK”.
  10. All correspondence regarding the Purchase Order will be managed through PPHF Head Office, New Delhi.
