Purpose & Scope of the RFQ

PPHF invites sealed/mail quotations from eligible, experienced and financially sound vendors / suppliers for the supply, transportation, installation and commissioning of all-in-one Solar Street Lights, supported under the CSR contribution of HDFC Bank.

The selected vendor shall be responsible for the complete scope, including but not limited to:

  • Supply of solar street lights conforming to the technical specifications set out in Section 4.
  • Transportation of all material to the designated project site(s).
  • Installation, erection of poles, mounting and commissioning of each light post.
  • On-site testing and demonstration of satisfactory functioning (dusk-to-dawn operation and dimming).
  • Provision of applicable manufacturer warranties and after-sales / maintenance support.

 

Bill of Quantities & Price Schedule

Vendors must quote unit rates and total cost in Indian Rupees (INR) in the format below. All rates must be inclusive of supply, transportation, installation and commissioning. Applicable GST must be shown separately.

Technical Specifications

The solar street lights quoted must meet, at minimum, the following specifications. Equivalent or superior specifications, supported by manufacturer datasheets, may be considered at PPHF’s discretion.

Pole 5 metre Galvanised Iron (GI) pole, suitably treated against corrosion
Battery 12.8V, 24Ah LiFePO4 (lithium-iron-phosphate) battery – 5 years warranty on the lithium-ion battery
Solar Panel 60W solar panel – 25 years performance warranty
Lighting Control Eco dusk-to-dawn automatic operation with dimming functionality
Luminaire LED luminaire with suitable wattage / lumen output (vendor to specify)
Mounting & Fixtures All mounting hardware, foundation/clamps and accessories required for a complete, operational light post
Compliance Components to conform to applicable BIS / IEC / MNRE standards, where relevant

Eligibility Criteria

Vendors must satisfy the following minimum eligibility conditions and submit documentary evidence in support:

  1. The vendor must be a legally registered entity in India (proprietorship, partnership, LLP or company).
  2. The vendor must hold a valid GST registration.
  3. The vendor must have prior experience in the supply and installation of solar street lights / solar lighting systems.
  4. The vendor must be in a position to provide the manufacturer warranties specified (battery and solar panel).
  5. The vendor must be able to provide after-sales service and maintenance support.

 

Evaluation Methodology

Quotations will first be examined for responsiveness and compliance with the eligibility criteria and technical specifications. Among the technically qualified and responsive vendors, the contract will be awarded to the bidder offering the lowest total evaluated price (L1), inclusive of supply, transportation, installation, commissioning and applicable taxes.

PPHF reserves the right to seek clarifications, conduct verification of credentials and inspect sample products before finalisation.

 

General Terms & Conditions

  1. Prices must be quoted in Indian Rupees (INR) and remain firm for the validity period of the quotation.
  2. Applicable GST and any other statutory taxes/levies must be indicated separately.
  3. Delivery, installation and commissioning must be completed within the timeline specified in the work order / purchase order.
  4. Manufacturer warranties – 5 years on the LiFePO4 battery and 25 years on the solar panel – must be honoured and passed on to PPHF.
  5. Payment will be released as per PPHF’s standard terms, against satisfactory delivery, installation, commissioning and submission of all required documents (including GST invoice and completion certificate).
  6. The vendor shall be solely responsible for the safety, statutory compliance and quality of work during execution.
  7. PPHF reserves the right to accept or reject any or all quotations, in full or in part, or to cancel the RFQ at any stage, without assigning any reason.
  8. Canvassing in any form will lead to disqualification.
  9. Any dispute shall be subject to the jurisdiction of the courts at New Delhi.
  10. Quotation validity: 30 days from the date of opening.
  11. All correspondence must indicateENQUIRY NO. & DATE.
  12. Quotations must be typed or clearly written in indelible ink, without corrections or erasures.
  13. The quotation must includePAN, GSTIN, and complete contact details of the bidder.
  14. The sealed quotation must reach PPHF at the below address on or before16/06/2026 by 15:00 hrs through courier, registered post, hand delivery, or by email at procurement@pphfglobal.org.
  15. If sent by email, the quotation document must bepassword-protected, and the password shared at the time of bid opening only.
  16. Payment will be made viaNEFT/RTGS after release of payment from the client.
  17. The sealed envelope or email subject line must clearly mentionInstallation of Solar Street Light.
  18. All correspondence regarding the Purchase Order will be managed through PPHF Head Office, New Delhi.
