Scope of Work and Bill of Quantities

The scope of work comprises the supply of all materials, labour, tools, plant, transportation, taxes and incidentals necessary to complete the following items to the satisfaction of PPHF. Quantities are indicative; the Bidder is responsible for verifying site conditions and actual quantities before quoting. Rates quoted shall be inclusive of all charges except GST, which shall be shown separately.

Applicable Indian Standards, Codes and Statutory Acts

All design, materials, workmanship and execution shall conform to the latest editions (with up-to-date amendments and correction slips) of the following Indian Standards, codes and statutory enactments. Where any conflict arises, the more stringent requirement and the directions of PPHF / its appointed engineer shall prevail.

Electrical Standards and Regulations

• National Electrical Code of India (NEC), 2023 (SP 30) — general electrical installation practice.
• IS 732 : 2019 — Code of practice for electrical wiring installations.
• IS 694 / IS 7098 — PVC and XLPE insulated cables and wires.
• IS 3854 / IS 3043 — Switches for domestic and similar purposes; earthing.
• Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010, and the Electricity Act, 2003.

Statutory Acts, Rules and Compliances

The successful Bidder shall, at its own cost and risk, comply with all applicable laws in force, including but not limited to:

1. The Central / State Goods and Services Tax Acts, 2017 (and IGST Act, 2017).
2. The Indian Contract Act, 1872, and the Sale of Goods Act, 1930.
3. The Bureau of Indian Standards Act, 2016.
4. The Micro, Small and Medium Enterprises Development Act, 2006 (for MSME bidders claiming benefits).
5. The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and the related Welfare Cess Act, 1996.
6. The Contract Labour (Regulation and Abolition) Act, 1970.
7. The Minimum Wages Act, 1948, and the Payment of Wages Act, 1936.
8. The Employees' Provident Funds and Miscellaneous Provisions Act, 1952, and the Employees' State Insurance Act, 1948.
9. The Income-tax Act, 1961 (including TDS on works contracts) and the GST TDS provisions, where applicable.
10. The Child and Adolescent Labour (Prohibition and Regulation) Act, 1986 — no child labour shall be engaged.
11. All applicable Sikkim State / Local Body building bye-laws, the Sikkim Public Works Department Schedule of Rates and norms, and environmental, forest and municipal clearances relevant to the work site.

Statutory compliance is the sole responsibility of the Bidder. PPHF shall not be liable for any default, penalty, levy, accident or claim arising from the Bidder's non-compliance with the above laws.

Eligibility Criteria

To be considered for evaluation, a Bidder must satisfy all the following minimum eligibility conditions and furnish documentary proof in the Technical Bid:

1. The Bidder shall be a legally constituted entity (proprietorship, partnership, LLP, company, registered society or registered contractor) operating in India.
2. The Bidder shall hold a valid Trade Licence and a valid GST Registration Certificate.
3. The Bidder shall hold a valid PAN issued by the Income-tax Department.
4. The Bidder should have satisfactorily executed similar civil / renovation / electrical / plumbing works during the last three (3) financial years (supported by work orders and completion certificates).
5. The Bidder should have an average annual financial turnover of at least INR 50,00,000 over the last three (3) financial years (supported by audited statements / CA certificate).
6. The Bidder shall not be blacklisted, debarred or banned by any Central / State Government department, public sector undertaking, or funding agency as on the date of submission.

Due Diligence and Documents to be Submitted

PPHF will conduct due diligence on each Bidder before award. The Technical Bid must contain self-attested copies of the following documents. Failure to submit any mandatory document may render the bid liable to rejection. PPHF reserves the right to verify originals, seek clarifications, conduct reference checks and inspect the Bidder's premises, past works and capacity.

Place Envelope inside one larger sealed outer envelope superscribed with the RFP reference number, name of work, and the Bidder's name and contact details, and deliver it (by post, courier or in person) to:

E-mail Submission with Password Protection

In parallel with the hard copy, the Bidder shall e-mail the complete proposal to procurement@pphfglobal.org on or before the deadline, observing the following protocol:

1. The Technical Bid shall be sent as a single PDF.
2. The Financial / Price Bid shall be sent as a SEPARATE password-protected (encrypted) PDF. The price file MUST NOT be readable without a password.
3. The password to the Financial Bid shall NOT be sent with the bid. It shall be furnished by the Bidder only when called for by PPHF — i.e., at the time of financial-bid opening or on PPHF's written / telephonic request to the qualified bidders.
4. The e-mail subject line shall read: PPHF/5031/26-27/COMMUNITY TOILET.
5. Any price information disclosed in the unprotected Technical Bid or the e-mail body shall render the bid liable to rejection.
