About PPHF: People to People Health Foundation (PPHF) is a non-profit organization committed to strengthening public health in India through research, education, and policy advocacy. PPHF, in collaboration with the Indian Council of Medical Research (ICMR) CiBioD and the Government of India, is implementing a project to enhance primary healthcare services through Health and Wellness Centres (HWCs).

Project Overview: The project aims to install AI-powered health kiosks in selected Primary Health Centres (PHCs) in aspirational and low-performing districts. This initiative is designed to facilitate early diagnosis, treatment, and referral for non-communicable diseases (NCDs), reduce morbidity and mortality from NCDs, improve health access for female beneficiaries, and reduce government health expenditure. The project also includes training frontline workers and generating awareness through health camps.

PPHF intends to conduct qualitative assessments on the status of NCD and 12 essential services in selected district – PHCs and CHCs in Jhajjar. PPHF, invites proposal from the eligible and competent agencies for the Rapid formative Research (RFA).

Objective of the Rapid Formative Research:

The intended RFA is aimed to contribute to and design and develop specific interventions to improve the service delivery of NCDs and 12 essential services under PMJAY. The assessment will identify the factors that restrain or enable NCD and essential services related provisions, supply, problems, perceptions, beliefs, awareness, practices, and other related issues (system and community) in the selected project area.

The key objectives of the formative research are:

  1. To undertake rapid formative assessments with clients and providers for services with focus on the situation at selected PHCs, CHCs and Districts.
  2. To prepare detailed reports for the rapid formative assessments.
  3. To prepared a summary 4 pager document that gives overview of the methodology, key challenges identified and recommendations.
  4. Summary PowerPoint presentation on the finding and recommendations of the RFA.

Key Activities:

 Conduct a desk review of relevant existing practices, documents, guidelines, plans, policies, materials, and literature across at the national and state level.

  1. Interact with key stakeholders at facility level; using qualitative methodologies (IDIs).
  2. Conduct FGDs and In-depth interviews with the community.
  3. Conduct NCD stakeholders mapping in the state.
  4. Digital technology and Supply chain mapping-Conduct observational visits in field for assessing current practices in supply chain management on NCDs.
  5. Understand data recording and tracking under HMIS and its integration under ABDM and PMJAY
  6. Understand the efficiency, capacity of the PHC to deliver the essential services and capture the utilisation of services
  7. Identify gaps/needs for improving the program service delivery and uptake.
  8. Prepare concrete documentation of the key findings.
  9. Select a representative sample of PHCs in the district to implement Health Facility assessment and their ratings as per Kayakalp.

Methodology

 The assessment will be carried out at two levels: communities and systems. Both secondary and primary data shall be utilized. The assessment will involve qualitative methods using In-depth Interviews (IDIs), Focus Group Discussions (FGDs), and stakeholder analysis, mapping and supply chain management on NCDs.

The Eligibility Conditions:
  • The Agency should be a registered body (proprietary, partnership firm, company/society/trust) NGO and academic institute or a team of epidemiologists with experience in Public Health and Health Statistics
  • The Agency should be in existence for at least one-two year and have experience in research and evaluation.
