Scope of Work for Conducting Endline Study
Project: SBI Sanjeevani Clinic on Wheels (1st Phase)
Implementing Agency: People to People Health Foundation (PPHF)
Study Period: May June 2025

  1. Background

The SBI Sanjeevani Clinic on Wheels project, implemented by PPHF, aims to provide primary and preventive healthcare services through Mobile Medical Units (MMUs) across selected rural and underserved districts of Odisha: Nuapada, Balangir, and Dhenkanal. Over a 15-month period, the project is being implemented with a target to improve access to healthcare services and enhance health outcomes through healthcare delivery, awareness sessions, and specialized health camps.

PPHF seeks a qualified agency to undertake an Endline Study for the 1st phase of the project to assess the performance, outcomes, and impact of the project compared to the baseline, and to document lessons for future replication or scale-up.

  1. Objectives of the Endline Study
  • To assess the availability and accessibility of services provided by the Mobile Medical Units
  • To assess the awareness generated by the Mobile Medical Units
  • To assess the effect of Mobile Medical Units on health care services seeking of community
  1. Scope of Work

The selected agency shall undertake the following tasks:

       A. Desk Review and Inception

  • Review project documents, baseline/ Village Health Assessment report, implementation plans, monitoring reports.
  • Conduct meetings with PPHF’s project management team.
  • Finalize study design, methodology, sampling strategy, and tools.

       B. Data Collection

  • Quantitative Surveys: Household-level surveys with project beneficiaries across the three districts
  • Qualitative Methods: Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) with:
    • Pregnant/lactating women
    • Elderly and adolescent groups
    • MMU staff, ASHAs, ANMs
    • Health department officials

      C. Data Analysis

  • Compare results against baseline/ project indicators
  • Analyze service utilization trends, referral linkages, and impact on health behaviour
  • Identify gaps, strengths, and unintended outcomes

       D. Reporting

  • Draft Report: Presentation to PPHF for validation.
  • Final Report: Incorporate feedback, include executive summary, data tables, case studies, and conclusions.

  1. Methodology

The agency is expected to adopt a mixed-methods approach:

  • Quantitative: Cross-sectional surveys, pre/post comparisons
  • Qualitative: Narrative inquiry, document stakeholder’s perception
  • EMR/OPD registers may be used as secondary sources where applicable; project team may support the agency in providing such type of data
  1. Qualifications of the Agency/Consultant
  • Proven experience in public health research / studies/ evaluations
  • Qualified team with expertise in public health and research/ studies
  • Prior work with CSR-funded or government-aligned health programs is desirable
  1. Timeline

The study must be completed within 4 weeks from the date of signing the agreement.

  1. Budget

Interested agencies/Consultant should submit a financial proposal (in INR) inclusive of all field costs, personnel, travel, data processing, and reporting.
