Construction of High-Raised Community Sanitation Station

Gelapukhuri (Tinsukia, Assam) & Upokpi Khunou (Bishnupur, Manipur)

Financial Year 2026–2027

Note: This RFP carries reference no. PPHF/5049/26-27, the same number used on the "Strengthening Primary Health Centres (PHCs)" RFP issued the same day. If these are meant to be two distinct tenders, consider giving each a unique reference number before publishing.

1. Notice Inviting Tender / Quotation

Sealed/Digital Quotations are invited under Two-Bid System (Technical & Financial Bids) from eligible Civil Contractors, Construction Agencies, Registered Builders, and Service Providers for the construction of High-Raised Community Sanitation Station(s) at flood-prone locations in Gelapukhuri, Tinsukia (Assam) and Upokpi Khunou, Bishnupur (Manipur).

PPHF intends to implement a CSR-supported project for establishment of climate-resilient, gender-segregated community sanitation facilities. The selected agency will undertake complete civil construction including foundation, superstructure, plumbing, sanitary fittings, electrical works, roofing, finishing, septic tank, soak pit, water supply system and related infrastructure as per approved drawings and specifications.

2. Background, Purpose & Objectives

2.1 Background

Flooding is a major challenge affecting rural communities in Assam and Manipur. Seasonal floods frequently damage sanitation infrastructure, contaminate groundwater, and force people to practice open defecation, increasing the risk of waterborne and communicable diseases. Many households lack Individual Household Latrines (IHHLs) due to space constraints, financial limitations, and flood vulnerability.

Community sanitation facilities therefore become a critical solution to ensure safe sanitation access. A high-raised community sanitation station is essential to sustain sanitation services during floods, prevent overflow and environmental contamination, reduce health risks, enhance privacy, dignity and safety (especially for women, children and elderly), and support Open Defecation Free (ODF) goals.

This intervention aligns with national sanitation priorities and contributes to SDG 3 (Good Health and Well-being), SDG 6 (Clean Water and Sanitation), SDG 11 (Sustainable Cities and Communities), and SDG 13 (Climate Action).

2.2 Purpose

The assignment aims to establish fully functional, flood-resilient High-Raised Community Sanitation Station(s) comprising separate toilet and bathing cubicles for men and women, shared hand-washing facilities, cloth-washing platform, independent borewell-based water supply with overhead storage, solar lighting, septic tank / soak pit, and appropriate drainage systems.

2.3 Objectives

• To establish flood-resilient, high-raised community sanitation station(s) in Gelapukhuri (Assam) and/or Upokpi Khunou (Manipur)
• To reduce open defecation and improve environmental hygiene
• To improve health, safety, privacy and dignity, particularly for women, children and elderly persons
• To prevent groundwater contamination and disease outbreaks during floods
• To promote community ownership and sustainable Operation & Maintenance (O&M) mechanisms
• To generate 2–3 local employment opportunities for maintenance and cleaning

3. Scope of Work & Detailed Technical Specifications

The selected vendor/agency will be responsible for the end-to-end construction and commissioning of the High-Raised Community Sanitation Station as detailed below. All works shall conform to relevant CPWD / DSR specifications, IS codes and local building bye-laws.

A. Civil Works – Foundation, Plinth & Superstructure

• Earthwork in excavation for foundation trenches (all kinds of soil) – as per BOQ quantities
• Filling available excavated earth in trenches, plinth and sides of foundations
• Supplying and filling in plinth with sand under floors
• Plain Cement Concrete (PCC) 1:3:6 in footings and flooring
• Reinforced Cement Concrete (RCC) 1:1.5:3 for footings, columns, pedestals, plinth beams, lintels and roof beams
• Steel reinforcement (TMT bars Fe-500D or more) – including straightening, cutting, bending, placing and binding
• Centering and shuttering for foundations, footings, columns, beams, lintels etc.
• Brick work with common burnt clay FPS bricks (class designation 7.5) in CM 1:4 for foundation, plinth and superstructure
• Half-brick masonry for partition walls in CM 1:3
• High-raised plinth to ensure flood resilience

B. Roofing & Structural Steel

• Structural steel work in single section for roofing support (approx. 800 kg)
• Precoated galvanised iron profile sheets (0.50 mm TCT) for roofing
• Precoated GI sheet roofing accessories – ridges plain (500–600 mm)

C. Doors, Windows, Ventilators & Aluminium Works

• Powder-coated aluminium work for doors, windows and ventilators (approx. 90 kg)
• Glazing with float glass panes of 4.0 mm thickness
• Powder-coated aluminium covering sheets (2.5 mm)
• Brass 100 mm mortice latch and lock for aluminium doors
• Oxidised MS hinges 125 mm

D. Finishing Works

• 15 mm cement plaster (1:4) on exterior walls
• 12 mm cement plaster (1:4) on interior walls
• Plaster of Paris putty (2 mm) over plastered surfaces
• Acrylic Smooth exterior paint (two or more coats)
• Interior wall painting with primer and two or more coats
• Ceramic glazed floor tiles (300 × 300 mm) in WC and other areas
• Ist quality ceramic glazed wall tiles for dados / skirting in WC areas

E. Sanitary & Plumbing Works

• White vitreous china Orissa pattern WC pan with 100 mm SCI P/S trap, 10 L low-level PVC flushing cistern (6 nos.)
• White vitreous china urinal basin with automatic flushing cistern (3 nos.)
• White vitreous china wash basin with CI brackets, CP brass pillar taps and waste (2 nos.)
• CP brass toilet paper holder (6 nos.)
• Soil, waste and vent pipes – 100 mm dia sand cast iron S&S pipe
• CPVC pipes of various diameters (15 mm, 20 mm, 25 mm, 40 mm)
• Brass bib cock 15 mm (6 nos.)
• CP brass shower rose 100 mm dia (6 nos.)
• Brass stop cock 15 mm (5 nos.)
• 100 mm sand cast iron floor traps / nahani traps (5 nos.)

F. Water Supply & Waste Management

• Borewell / tubewell (100 mm dia casing) up to 6 m depth
• Polyethylene water storage tank 5,000 litres (IS:12701) with cover and locking arrangement
• Water pump (market rate)
• Soak pit 2.5 m dia × 3.0 m deep with dry brick honey-comb shaft and SW drain pipe
• Construction of Septic Tank complete (excavation, PCC, RCC slab, brickwork, plaster, reinforcement etc. as per BOQ)

G. Electrification Works

• Wiring for light / exhaust fan points with 1.5 sq.mm FRLS PVC insulated copper conductor cable in PVC conduit (8 points)
• Modular switches 5/6 A (10 nos.)
• GI box with modular base & cover plate – 12 Module (2 nos.)
• Solar-enabled lighting system (as per site requirement)

H. Facility Configuration (as per Concept Note)

• Male Section: 2 toilet cubicles + 2 bathing cubicles
• Female Section: 2 toilet cubicles + 2 bathing cubicles
• Shared hand-wash area with basins
• Cloth-washing platform with water taps
• Perimeter fencing and controlled entry (if required)
• Independent water supply and solar lighting

I. Deliverables

• Inception Report & Work Plan (including bar chart / CPM)
• Site Layout & Construction Drawings (if not already provided)
• Foundation Completion Report with photographs
• Plinth Level Completion Report
• Superstructure & Roofing Completion Report
• Plumbing, Sanitary & Electrical Completion Report
• Finishing & Handing-over Report with as-built drawings
• Final Project Completion Report with Measurement Book (MB) abstract, photographs and financial statement
• Warranty / Defect Liability documentation

4. Timeline

The entire assignment shall be completed within 5 (five) months from the date of the Work Order or handing over of the site, whichever is later. A detailed month-wise implementation schedule / bar chart shall be submitted with the Technical Proposal.

5. Applicable Indian Compliance & Statutory Acts

Bidders must ensure all construction, materials, labour deployment, documentation and process workflows strictly comply with the following statutory requirements:

• CPWD Specifications / Delhi Schedule of Rates (DSR) relevant items and IS Codes for materials and workmanship
• National Building Code (NBC) of India – relevant provisions for sanitation buildings
• The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and Rules
• Minimum Wages Act, 1948 and applicable State labour laws
• GST & Tax Regulations: Central Goods and Services Tax (CGST) and State Goods and Services Tax (SGST) compliance with valid GSTIN
• MSMED Act, 2006: Benefits applicable to registered Micro, Small and Medium Enterprises (MSMEs)
• Environmental norms for septic tank / soak pit construction and disposal of construction waste
• Data Protection & Privacy norms applicable to any community / beneficiary data collected

6. Eligibility Criteria

To be considered for evaluation, a Bidder must satisfy all the following minimum eligibility conditions and furnish documentary proof in the Technical Bid:

1. The Bidder shall be a legally constituted entity (proprietorship, partnership, LLP, company, registered society or registered contractor) operating in India.
2. The Bidder shall hold a valid Trade Licence / Contractor Registration and a valid GST Registration Certificate.
3. The Bidder shall hold a valid PAN issued by the Income-tax Department.
4. The Bidder should have satisfactorily executed similar civil construction / building works / sanitation infrastructure projects during the last three (03) financial years (supported by work orders and completion certificates). Preference will be given to experience in North-Eastern region / flood-prone areas.
5. The Bidder should have an average annual financial turnover of at least INR 40,00,000 – 50,00,000 over the last three (3) financial years (supported by audited statements / CA certificate).
6. The Bidder shall not be blacklisted, debarred or banned by any Central / State Government department, public sector undertaking, or funding agency as on the date of submission.
7. The Bidder shall submit relevant work orders / purchase orders and completion certificates as evidence of successful execution of similar assignments.
8. Preference may be given to bidders having demonstrated experience of working in hilly / North-Eastern terrain and/or construction of community toilets / sanitation complexes.
9. The Bidder shall have qualified civil engineers / site supervisors and a dedicated construction team capable of deployment at the project site(s).

Technical Proposal

The Technical Proposal should include the following:

• Organisation Profile
• Understanding of the Assignment
• Proposed Methodology and Approach (including quality control, safety and flood-resilient construction practices)
• Detailed Work Plan & Five-Month Implementation Schedule (Bar Chart)
• Team Composition, CVs of Key Personnel (Civil Engineer, Site Supervisor) and Roles
• Quality Assurance & Quality Control Plan
• Safety, Health & Environment (SHE) Plan
• Risk Identification and Mitigation Plan
• Relevant Experience in Similar Assignments (civil works / sanitation infrastructure)
• Details of Previous/Current Clients and Client References
• Any Proposed Value-Adds or Innovations

Due Diligence and Documents to be Submitted

PPHF will conduct due diligence on each Bidder before award. The Technical Bid must contain self-attested copies of the following documents. Failure to submit any mandatory document may render the bid liable to rejection.

Bidding Mechanism

• Cover 1 (Technical Bid): Contains Signed RFP Copy, Methodology, Team CVs, GST/PAN Registration, MSME Certificate (if applicable), Work Orders & Completion Certificates, and Client List.
• Cover 2 (Financial Bid): Itemized BOQ in INR including base cost, applicable GST, and all incidental charges.

7. Financial Bid Format (BOQ Template)

Bidders shall quote rates for the complete work on the basis of the detailed Bill of Quantities (BOQ) provided. The summary format below shall be used for the Financial Bid. Detailed item-wise rates matching the BOQ quantities shall be annexed.

• Earthwork, PCC, RCC, Reinforcement & Formwork
• Brickwork (Foundation, Plinth, Superstructure & Partitions)
• Roofing (Structural Steel + Precoated GI Sheets + Accessories)
• Doors, Windows, Ventilators & Aluminium Works
• Plastering, Painting & Finishing
• Flooring & Wall Tiling
• Sanitary Fixtures & Plumbing
• Water Supply System (Borewell, Tank, Pump)
• Septic Tank & Soak Pit (complete)
• Electrification & Solar Lighting
• Any Other Applicable Costs / Contingencies

E-mail Submission with Password Protection

In parallel with the hard copy, the Bidder shall e-mail the complete proposal to procurement@pphfglobal.org on or before the deadline, observing the following protocol:

• The Technical Bid shall be sent as a single PDF.
• The Financial / Price Bid shall be sent as a SEPARATE password-protected (encrypted) PDF. The price file MUST NOT be readable without a password.
• The password to the Financial Bid shall NOT be sent with the bid. It shall be furnished by the Bidder only when called for by PPHF — i.e., at the time of financial-bid opening or on PPHF's written / telephonic request to the qualified bidders.
• The e-mail subject line shall read: PPHF/5049/26-27/Community Sanitation Station.
• Any price information disclosed in the unprotected Technical Bid or the e-mail body shall render the bid liable to rejection.

8. Evaluation

Proposals will be evaluated on the basis of:

• Technical proposal quality, understanding of assignment, and methodology
• Relevant experience in civil construction / sanitation infrastructure / community toilet complexes
• Proposed team composition and qualifications
• Preference for firms with prior experience in hilly / North-Eastern / flood-prone terrain
• Financial proposal (value for money, completeness, and reasonableness of costs)
• Compliance with technical specifications and BOQ quantities

9. Payment Terms

Payment shall be linked with approved deliverables and shall be released against submission of invoices and acceptance of corresponding reports / measurements by PPHF, after statutory deductions (TDS / GST-TDS) and against valid tax invoices. Indicative milestone-based payment schedule:

• 15% on approval of Inception Report, mobilisation and site establishment
• 25% on completion of foundation, plinth and up-to-plinth-level works (with MB and photographs)
• 30% on completion of superstructure, roofing, brickwork and RCC works above plinth
• 20% on completion of plumbing, sanitary fittings, electrification, flooring, plastering and painting
• 10% on Final Completion Report, handing over, as-built drawings and acceptance (after defect liability period commencement)

You are requested to submit your bid by confidential courier (Hard Copy) or soft copy through e-mail (password protected) by 17:30 hours on 21st August 2026. Quotations submitted on time or before will be opened at 15:00 hrs on 24th August 2026. Late quotes will be rejected.

If proposals should be couriered to a physical PPHF office address, please supply it and it will be inserted here.

12. Disclaimer

PPHF reserves the right to accept or reject any or all proposals without assigning any reason. PPHF may cancel or modify the procurement process at any stage without incurring any liability.
