Introduction
People to People Health Foundation (PPHF), is a section 8 not-for-profit company in India. Our mission is to transform lives for improved health and well-being through locally driven solutions. Working with Ministry of Health and private sectors in India to address the program implementation gaps in key public health domains such as 1) Women, Adolescent and Child health;2) Nutrition; 3) Non-Communicable Diseases;4) Infectious Diseases; 5) Environmental Health
PPHF is implementing 2 MMU under Sanjeevani Clinic on Wheels project in Kishanganj and Shahabad Block of Baran District, Rajasthan. The project ‘SBI Sanjeevani Clinic on Wheels’ aims to provide door-step health services to hard-to-reach communities by providing early detection of serious illnesses and increasing community awareness.

PPHF is inviting proposals from prominent research organizations/ individuals to conduct the following.
- To measure the effect of clinic on wheels program on health care seeking behavior, practices and service utilization pattern in service villages (40)Â
Objective:Â
- To measure the performance of MMUs against the program deliverableÂ
- To assess the change in health service care seeking patternÂ
- To assess the perceived benefit and effect created by different services provided by MMU Ex, OPD services, Awareness session, Special Health Camp and Promoting Swachata Abhiyan
Methodology
The assessment will be carried out at two levels: communities and systems. Both secondary and primary data shall be utilized. The assessment will involve qualitative methods using In-depth Interviews (IDIs), Focus Group Discussions (FGDs), and secondary data and program data.

Key Activities:
- Interact with key stakeholders at facility level, using qualitative methodologies (IDIs). Â
- Conduct FGDs and In-depth interviews with the community members and healthcare system people.Â
- Prepare concrete documentation of the key findings along with program data.
Suggestive Sample for Community and Facility Level Research for both studies:
- 20 to 30 Key informant interview of ASHA, ANM, CHO, PHC Medical Officer and CMHO
- 6 Family In depth Interview/ Village resulting 240 Family/beneficiary Interview from 40 Villages
- 2 Male and 2 Female Focus Group Discussions (FGDs)/ 20 Village in Block, Minimum 8 FGDs maximum 12 FGDs in in 40 Villages
Every FGD will have a maximum of 8-10 members from the Participating Target Group

The Eligibility Conditions:Â
- The Agency should be a registered body (proprietary, partnership firm, company/society/trust) NGO and academic institute.Â
- The Agency should be in existence for at least one year and have experience in research and evaluation.Â
- Individual researcher consultant are encouraged to apply as experts for designing the study, tool, data analysis and report writing part
Instructions to the Agencies/Individuals
- Re-submission of Proposal
The agency/individual can only submit one proposal at a time.
- Completeness of Response:
a. They are requested to study all instructions, forms, terms, requirements and other information in the RFP document carefully Submission of the proposal shall be deemed to have been done after careful study and examination of the RFP document with full understanding of its implications.
b. The response to this RFP should be complete in all respect. Failure to furnish all information required by the RFP documents or submission of a proposal not substantially responsive to the RFP documents in every respect will be at the agency’s risk and may result in the rejection of its proposal.
- Agency Inquiries/Clarifications:
a. They shall send their queries to connect@pphfglobal.org with the subject SBI Sanjeevani Clinic on Wheels, before the due date for submission of queries/clarifications as mentioned in the key events and dates.
b. Queries on the telephone, social media, or any other medium will NOT be entertained.
c. PPHF will facilitate, in case the agency/individual wishes to visit the site for assessment.
- PPHF’s right to terminate the process:
a. PPHF may terminate the RFP process at any time and without assigning any reason thereof.
b. PPHF reserves the right to amend/edit/add/delete any clause. However, this will be informed to all and will become part of the RFP.
c. During the RFP process, if any information is found false/ fraudulent/ mala fide, then PPHF shall reject the proposal and if necessary, initiate appropriate action.
- Language of Proposal:
a. Proposals should be submitted in English language only.

- The Agency/individual will be expected to have a minimum experience of 5 years in a similar area.
- The Agency/individual should not have been blacklisted by any Government Agency/PSU/Central/State agency or under a declaration of ineligibility for fraudulent or corrupt practices.
- Evaluation Process:
a. PPHF will shortlist the proposals based on the Shortlisting criteria.
b. Internal Committee of PPHF shall evaluate the shortlisted proposals based on procurement policy. - Penalty
PPHF shall be at liberty to impose penalties, including cancellation of the contract if the agency indulges in fraudulent activities, malpractices and male fides. - Non-Disclosure Agreement (NDA)
Selected agencies will have to sign the Non-Disclosure Agreement (Annexure) with PPHF. - Sub-Contracting of Agreement or Purchase Order
The requested assignment can’t be assigned or subcontracted to another agency. - Proposal Preparation Costs
The agency shall submit the proposal at its own cost and PPHF shall not be held responsible for any cost incurred by the agency. Submission of a proposal does not entitle the agency to claim any cost and rights over PPHF and PPHF shall be at liberty to cancel any or all proposals without giving any notice. All materials submitted by the agencies shall be the absolute property of PPHF and no copyright/patent, etc. shall be entertained by PPHF. - PPHF’s right to terminate the process
PPHF may terminate the RFP process at any time and without assigning any reason thereof. PPHF reserves the right to amend/edit/add/delete any clause of this Proposal Document. However, this will be informed to all and will become part of the RFP. - Late Proposals
Any proposals received by PPHF after the deadline for submission of proposal shall be declared late and will be rejected and returned unopened to the agency at the discretion of PPHF.
PPHF shall award the contract to the selected /identified agency at its own discretion.
TERMS OF REFERENCE
Purpose: Third party Evaluation of SBI Sanjeevani Clinic on Wheels
Period of Performance: 60 Days from the signing of the agreement or Purchase Order
- EXPECTATIONS FROM THE BIDDERS
- The Agency will report to the Activity Manager and will work directly with the PPHF team. The agency is required to depute a resource person for day-to-day work/updates and revisions.
- The agency will help the team by working at shorter deadlines. A prior experience of working with Government institutions is preferred. The agency is expected to have flexibility in terms of turn-around times.
- RESPONSIBILITIES/SCOPE OF WORK
For this, under the direct supervision of the Activity Manager or the PPHF representative(s), the agency will be required to do the following:
- Take necessary briefs from the project team at PPHF
- QUALIFICATION/CRITERIA FOR SELECTION:
The agency applying for this must have the following:
- Located/ work experience in Rajasthan
- Minimum 5 years’ experience of undertaking evaluation work and assessments.
- Local knowledge of culture and languages in Rajasthan
- Experience with similar assignments in Rajasthan
Note:
The cost should not be in lumpsum & should be quantified against each activity head.

The deliverables to be submitted before 15th June 2024.
