SUBJECT: Invitation of quotation for Development of Three Kannada Audio-Visual Jingles for NCD Awareness

Project: PRANAA – Karnataka

 

You are invited to submit your most competitive quotation for the following make as per the units mentioned in SOW. The standard forms in this RFP may be retyped for completion, but the bidder is responsible for their accurate reproduction.




  • Background

Project PRANAA is an initiative focused on improving awareness, prevention, and early detection of Non-Communicable Diseases (NCDs) in Karnataka. The project emphasizes culturally appropriate, youth-oriented, and evidence-based communication to support behavior change at the community level.

 

As part of its Behavior Change Communication (BCC) activities, Project PRANAA proposes the development of three Kannada audio-visual jingles to promote regular health screening, discourage tobacco use, and encourage healthier dietary practices among different population groups.


  • Objective

The objective of this assignment is to conceptualize, produce, and deliver three Kannada jingles with accompanying videos that convey clear public health messages and encourage positive behavior change related to NCD prevention and control.


  • Scope of Work

The selected agency / production partner will be responsible for the end-to-end execution of three Kannada audio-visual jingles. This will include creative conceptualization, lyric writing, music composition, audio recording, video production, editing, and final delivery.

 

Jingle 1: “Love Yourself – Get Regular Screening Done”

Theme: Early detection and preventive health

Target Audience: Adult population (urban and rural)

Key Messages:

 

  • Several NCDs remain asymptomatic in their early stages

  • Delayed detection can lead to serious and life-threatening complications

  • Regular health screening should be adopted as a routine practice

 

Scope Includes:

 

  • Development of Kannada lyrics using simple and relatable language

  • Composition of an emotion-driven melody that reinforces self-care and responsibility

  • Video narrative depicting individuals opting for routine health screening

  • Subtle reference to government or public health screening services

 

  • Duration: 30–45 seconds

 

Jingle 2: “Smoking / Vaping Is Not Cool”

Theme: Tobacco control and youth empowerment

Target Audience: Adolescents and young adults

 

Key Messages:

 

  • Smoking, vaping, and tobacco use are harmful and should not be normalized

  • Tobacco consumption leads to cancer, heart disease, diabetes, and lung disorders

  • Young people should be encouraged to resist peer pressure and make informed choices

 

Creative Approach:

 

  • Use of rap elements blended with popular Kannada folk rhythms

  • Energetic and youth-centric presentation

  • Visuals highlighting confidence, sports, creativity, and positive refusal

 

Scope Includes:

 

  • Youth-friendly Kannada lyrics with strong, memorable lines

  • Original composition combining rap and folk music styles

  • Contemporary visuals reflecting youth culture

 

  • Duration: 30–45 seconds

 

Jingle 3: “Healthy Aahara – Healthy Jeevana”

Theme: Nutrition and healthy lifestyle

Target Audience: Families, women, and general population

 

Key Messages:

 

  • Reduction in consumption of junk food and sugary beverages

  • Promotion of reading food labels and mindful eating habits

  • Encouragement of local, seasonal, and home-cooked food practices

 

Scope Includes:

 

  • Kannada lyrics rooted in local culture and familiarity

  • Warm and positive musical tone highlighting traditional food values

  • Visuals featuring local kitchens, markets, and family settings

  • Positioning food choices as a preventive health measure

 

  • Duration: 30–45 seconds


  • Deliverables

For each jingle, the agency shall provide:

 

  • Final Kannada audio jingle (studio-quality)

  • Lyrics document (Kannada with English transliteration / translation)

  • High-quality video (Full HD; suitable for television and digital platforms)

  • Edited versions suitable for:

  • Social media platforms

  • Community-level screenings

  • Health facilities and outreach activities


  • Quality and Compliance Requirements

    • All content must be scientifically accurate and aligned with national and state NCD guidelines

    • Language, visuals, and representation must be culturally appropriate for Karnataka

    • Messaging should be non-stigmatizing, inclusive, and positively framed

    • Music, visuals, and creative assets must be original and royalty-free


  • Coordination and Review

    • Concept notes and draft lyrics shall be submitted for review and approval prior to production

    • Rough audio and video cuts shall be shared for feedback

    • Final deliverables shall be submitted after incorporating inputs from Project PRANAA and relevant stakeholders

Terms and Conditions


  • Eligibility: A Bidder (a) shall not participate in more than one Quotation; (b) shall not have conflict of interest as defined in the PPHF’s Procurement Policies; and (c) should not have been blacklisted or suspended by Central or any State Government Departments in India.


  • Clarifications & Amendments: If the Purchaser/Vendor receives any request for clarification of this RFP Document, it will mail its response together with any amendment to this document, on www.pphfglobal.org for information of all Bidders. Bidders should regularly check on the website, for any amendments to the terms and conditions.

  • Quotation Price

 

  1. The bidder must specify the unit being offered. The quantity offered should be 100% of the required amount. Any corrections must be made by crossing out the error, initialing, dating, and rewriting the correct information.

  2. Quotation should be placed in a single courier (Hard Copy), clearly subject marked as “PROPOSAL FOR

  1. All duties, taxes and other levies payable on the components shall be included in the total price.

  2. Goods and Service Tax (GST) should be indicated separately.

  3. The rates quoted by the bidder shall be fixed for the duration of the contract/work order and shall not be subject to adjustment on any account.

  4. The Prices shall be quoted in Indian Rupees only (INR).

  5. Bidder must expressly mention the Specification and any other extra configurations etc. of the items offered by them in the price schedule along with proper brochures. Specification Brochures should be submitted along with the bid.

  6. The bidder must mention in detail about the product being offered in lieu of the specified specifications and not by simply mentioning “Complied”. Quotations with no proper technical specifications/catalogues are likely to be disqualified.


  • Qualification of Bidders

    1. Have the legal capacity to enter a contract.

    2. Not be insolvent, in receivership, bankrupt or being wound up or subject to legal proceedings for any of these circumstances.

    3. Not have had the business activities suspended or debarred from public procurement by the State Government or Government of India.


  • Documents Evidencing Qualification: Bidders are requested to submit copies of the following documents as evidence of your qualification.

    1. Valid trading license/registration or equivalent/Exemption Certificate.

    2. Valid certificate of GST registration.

    3. Valid bank details (Passbook copy/cancel cheque)

    4. MSME certificate (If applicable).

    5. PAN and AADHAAR (For proprietor)

    6. Last year financial statements (Audited or Unaudited (with declaration).


  • Validity of Quotation: Quotations shall remain valid for a period not less than 30 days after the deadline date specified for submission.


  • Evaluation of Quotations: The Service provider will evaluate and compare the quotations unit/Service wise that are determined to be substantially responsive i.e. which

  •  
    1. Are properly on letterhead (Mentioned Name, Address, GST no, PAN no.) with signed and stamp on each page.

    2. Properly mentioned Document ref number, date and subject (Please see annexure 2)

    3. confirm to the terms and conditions and specifications.

    4. The Quotations would be evaluated unit wise; GST will be taken into consideration while evaluating the quotations.

    5. Any historical information, if required may be asked from the bidders during evaluation of quotes.

    6. Make sure in the quotation, all the specification



  • Award of Contract: The Service provider will award the Service orders to the bidders whose quotations have been determined to be substantially responsive and in line with the above-mentioned eligibility & 8. Evaluation of quotation criteria and who has offered the lowest evaluated quotation price, compliance to the technical specifications.

  1. Notwithstanding the above, the Servicer reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. The numbers against each item may increase or decrease by 10 to 15 percent at the time of issuing the Service Order.

  2. The bidder whose quotation is accepted will be notified of the issue of Service order by the service provider prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the service order.


  • Payment shall be made within 25 days after completion of the service.


  • You are requested to provide your confidential courier (Hard Copy) at – quote by 17:30 hours on 12th Feb 2026. Quotations that have been submitted on our time or before will be opened at 15:00 Hrs. on 13th Feb 2026. Late quotes will be rejected.
