You are invited to submit your most competitive quotation for the following make as per the units mentioned in SOW. The standard forms in this RFP may be retyped for completion, but the bidder is responsible for their accurate reproduction.

 

  • Background

As part of its Behavior Change Communication (BCC) strategy, Project PRANAA proposes the development of three short, high-impact audio-visual videos (60 seconds each) to raise awareness on key Non-Communicable Disease (NCD) risk factors. These videos are intended to communicate simple, actionable health messages in an engaging format, suitable for digital platforms, community outreach, and health facility settings.

 

  • Objective

The objective of this assignment is to conceptualize, produce, and deliver three short videos that promote early action, healthier lifestyles, and risk reduction related to obesity, excessive screen time, and tobacco use, with messaging tailored for different population groups.

 

  • Scope of Work

The selected agency / production partner shall be responsible for the end-to-end production of three 60-second videos, including concept development, scripting, visual design, animation or live-action filming (as applicable), voice-over, editing, and final delivery.

Video 1: Animated – “Obesity Is More Than Weight”

Theme: Obesity and early risk identification

Format: Animated video

Target Audience: General population

Key Messages:

  • Excess body weight acts as a silent trigger and increases the risk of multiple diseases
  • Obesity is linked to diabetes, heart disease, hypertension, and other NCDs
  • Early action can prevent complications
  • Call to action: Measure. Screen. Act Early.

Scope Includes:

  • Development of a clear, animation-led visual narrative
  • Simple, non-technical messaging suitable for wide audiences
  • Strong emphasis on early screening and preventive action
  • Voice-over and visuals aligned with public health messaging
  • Duration: 60 seconds

Video 2: Reducing Screen Time

Theme: Screen time, physical inactivity, and lifestyle risk

Target Audience: Children, adolescents, and young adults

Key Messages:

  • Youth increasingly consumed by social media, gaming, and doom scrolling
  • Excessive screen time contributes to physical inactivity, obesity, poor posture, eye strain, and mental fatigue
  • Prolonged screen exposure increases the long-term risk of NCDs
  • Simple lifestyle changes such as screen breaks, outdoor play, and daily physical activity improve overall health

Scope Includes:

  • Contemporary visuals reflecting youth behavior and digital habits
  • Relatable scenarios showing both problem and solution
  • Positive framing without blame or moralizing
  • Clear, achievable actions promoted through visuals and narration
  • Duration: 60 seconds

Video 3: Quit Tobacco

Theme: Tobacco use and health consequences

Target Audience: Adolescents, adults, and general population

Key Messages:

  • Consumption of tobacco in any form significantly increases the risk of cancer and other serious diseases
  • Tobacco use impacts not only the user but also family members and loved ones
  • Strong warning message: “Tobacco today, hospital tomorrow.”

Scope Includes:

  • Hard-hitting yet sensitive visual storytelling
  • Clear depiction of health consequences without graphic imagery
  • Emotional connect highlighting impact on family and social life
  • Strong call to quit and seek support
  • Duration: 60 seconds
  • Deliverables
    • For each video, the agency shall provide:
    • Final edited video (Full HD, 60 seconds)
    • Voice-over script and narration text
    • Versions optimized for:
    • Social media platforms
    • Community screenings
    • Health facility displays and outreach activities
  • Quality and Compliance Requirements
    • Content must align with national and state NCD guidelines
    • Language and visuals should be culturally appropriate for Karnataka
    • Messaging must be non-stigmatizing, inclusive, and behavior-focused
    • All creative assets must be original and royalty-free
  • Coordination and Review
    • Concepts and scripts shall be shared for approval prior to production
    • Draft versions shall be submitted for review and feedback
    • Final videos shall be delivered after incorporating inputs from Project PRANAA and relevant stakeholders

Terms and Conditions

 

  • Eligibility: A Bidder (a) shall not participate in more than one Quotation; (b) shall not have conflict of interest as defined in the PPHF’s Procurement Policies; and (c) should not have been blacklisted or suspended by Central or any State Government Departments in India.


  • Clarifications & Amendments: If the Purchaser/Vendor receives any request for clarification of this RFP Document, it will mail its response together with any amendment to this document, on www.pphfglobal.org for information of all Bidders. Bidders should regularly check on the website, for any amendments to the terms and conditions.

  • Quotation Price

  1. The bidder must specify the unit being offered. The quantity offered should be 100% of the required amount. Any corrections must be made by crossing out the error, initialing, dating, and rewriting the correct information.
  2. Quotation should be placed in a single courier (Hard Copy), clearly subject marked as “PROPOSAL FOR

Development of Three Kannada Audio-Visual Jingles for NCD Awareness, Karnataka

  1. All duties, taxes and other levies payable on the components shall be included in the total price.
  2. Goods and Service Tax (GST) should be indicated separately.
  3. The rates quoted by the bidder shall be fixed for the duration of the contract/work order and shall not be subject to adjustment on any account.
  4. The Prices shall be quoted in Indian Rupees only (INR).
  5. Bidder must expressly mention the Specification and any other extra configurations etc. of the items offered by them in the price schedule along with proper brochures. Specification Brochures should be submitted along with the bid.
  6. The bidder must mention in detail about the product being offered in lieu of the specified specifications and not by simply mentioning “Complied”. Quotations with no proper technical specifications/catalogues are likely to be disqualified.
  • Qualification of Bidders

    1. Have the legal capacity to enter a contract.
    2. Not be insolvent, in receivership, bankrupt or being wound up or subject to legal proceedings for any of these circumstances.
    3. Not have had the business activities suspended or debarred from public procurement by the State Government or Government of India.
  • Documents Evidencing Qualification: Bidders are requested to submit copies of the following documents as evidence of your qualification.
    1. Valid trading license/registration or equivalent/Exemption Certificate.
    2. Valid certificate of GST registration.
    3. Valid bank details (Passbook copy/cancel cheque)
    4. MSME certificate (If applicable).
    5. PAN and AADHAAR (For proprietor)
    6. Last year financial statements (Audited or Unaudited (with declaration).
  • Validity of Quotation: Quotations shall remain valid for a period not less than 30 days after the deadline date specified for submission.


  • Evaluation of Quotations: The Service provider will evaluate and compare the quotations unit/Service w i s e that are determined to be substantially responsive i.e. which

    1. Are properly on letterhead (Mentioned Name, Address, GST no, PAN no.) with signed and stamp on each page.
    2. Properly mentioned Document ref number, date and subject (Please see annexure 2)
    3. confirm to the terms and conditions and specifications.
    4. The Quotations would be evaluated unit wise; GST will be taken into consideration while evaluating the quotations.
    5. Any historical information, if required may be asked from the bidders during evaluation of quotes.

  • Award of Contract: The Service provider will award the Service orders to the bidders whose quotations have been determined to be substantially responsive and in line with the above-mentioned eligibility & 8. Evaluation of quotation criteria and who has offered the lowest evaluated quotation price, compliance to the technical specifications.

  1. Notwithstanding the above, the Servicer reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. The numbers against each item may increase or decrease by 10 to 15 percent at the time of issuing the Service Order.
  2. The bidder whose quotation is accepted will be notified of the issue of Service order by the service provider prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the service order.
  • Payment shall be made within 25 days after completion of the service.


  • You are requested to provide your confidential courier (Hard Copy) at – quote by 17:30 hours on 12th Feb 2026. Quotations that have been submitted on our time or before will be opened at 15:00 Hrs. on 13th Feb 2026. Late quotes will be rejected.
