SUBJECT:Invitation of quotation for Renovation of National Centre for Affordable Genomic Medicine
(NCAGM), Department of Genetics, AIIMS
You are invited to submit your most competitive quotation for the following make as per the units mentioned in BOQ. The standard forms in this RFP may be retyped for completion, but the bidder is responsible for their accurate reproduction.
Background and Context
• PPHF, in partnership with BRPL under its CSR program and in coordination with AIIMS New Delhi, is establishing a State-of-the-Art Facility for Comprehensive, High-Quality Genetic and Genomic Diagnostics and Precision Medicine at the National Centre for Affordable Genomic Medicine (NCAGM), Department of Genetics / Paediatrics, AIIMS.
Project Objectives
• Create a functional, high-quality genomic diagnostics lab with proper infrastructure (HVAC-ready zones, contamination control, utilities).
• Ensure safety, accessibility, and compliance with AIIMS standards
• Support branding and recognition for BRPL .
Scope of Work (Detailed)
Contractors must execute all works as per the BOQ (Annexure A – AIIMS-(NCAGM) BOQ.xlsx),
drawings (to be provided/shared during site visit/pre-bid), specifications, and directions of Engineer-inCharge (EIC) / AIIMS / PPHF.
Major Sections (as per BOQ):
A. Civil and Dismantling Works
• Dismantling of brick masonry, glass, doors/windows, etc. (~995 Sqm brick, 66 Sqm glass, etc.).
• Barricading and site safety.
• Centering/shuttering, M25 RCC, reinforcement, half-brick work, 12mm plaster.
B. Glazing and Gypsum Partition with MS Framework
• Full-height solid gypsum partitions (~600 Sqm).
• Toughened glass doors, flush doors with vision panels, uPVC windows, DGU glass.
C. Finishing Works
• Wall putty, acrylic emulsion paint (~3000 Sqm each).
D. Stone and Tile Work
• Flamed granite flooring, vitrified tiles.
E. Cabinets and Storage Work
• Wooden tables, workstations, storage units, wall tables (various sizes).
F. Electrical Works
• PVC/Steel conduits, GI strips, wooden pelmets, etc.
G. Plumbing and Firefighting
• Sanitary installations, HDPE/GI pipes, insulation, floor traps/drains, valves, etc.
H. ELV Works & Loose Furniture
• Signages/logos, conference/cafeteria/center tables.
Additional Responsibilities:
• Site clearance, waste disposal, coordination with AIIMS.
• Quality control, testing, warranties.
• Temporary facilities, safety measures.
• Handover in ready-to-use condition with documentation.
All works must align with CPWD/PWD specifications, IS codes, National Building Code, and labspecific requirements (biosafety, precision environment)
Bill of Quantities (BOQ) & Pricing
• Refer to attached AIIMS-(NCAGM) BOQ.xlsx (full detailed quantities, units, descriptions).
• Bidders must quote rates for each item; total should include all materials, labour, taxes (except
GST if mentioned separately), transportation, etc.
• Rates are firm and inclusive of everything required for completion.
• Any deviations or extras require prior approval.
• Payment linked to milestones and certification by PPHF.
Eligibility / Pre-Qualification Criteria
• Registered Class-I/II contractor with CPWD/PWD/AIIMS or equivalent experience in similar lab/hospital renovation (minimum 2-3 projects of value > INR 1 Crore in last 5 years).
• Average annual turnover > INR 10 Crore (last 3 years).
• Valid GST, PAN, EPF, ESIC registrations.
• Blacklisting affidavit.
• Technical staff, machinery, and financial solvency proof.
• Experience in biosafety/lab projects preferred.
Submission Requirements
1. Technical Bid (Envelope A): Company profile, experience, credentials, methodology, timeline , manpower, quality plan, deviations (if any).
2. Financial Bid (Envelope B): Filled BOQ with rates and total (in separate sealed envelope or password-protected file if e-tender).
3. Signed RFP acceptance and declarations.
Evaluation Criteria
• Technical (50%): Experience (30%), Approach & Methodology (20%), Timeline & Resources (10%), Compliance (20%).
• Financial (50%): Lowest responsive quote (or weighted as per rules).
• PPHF reserves right to accept/reject any or all bids.
Terms and Conditions
Eligibility:
• A Bidder (a) shall not participate in more than one Quotation; (b) shall not have conflict of
interest as defined in the PPHF’s Procurement Policies; and (c) should not have been blacklisted
or suspended by Central or any State Government Departments in India
Clarifications & Amendments:
• If the Vendor receives any request for clarification of this RFP Document, it will mail its response together with any amendment to this document, on www.pphfglobal.org for information of all Bidders. Bidders should regularly check on the website, for any amendments to the terms and conditions.
Place of Delivery:
• Renovation of National Centre for Affordable Genomic Medicine (NCAGM), Department of Genetics, AIIMS The bidder must specify the unit being offered. The quantity offered should be 100% of the required amount. Any corrections must be made by crossing out the error, initialling, dating, and rewriting the
correct information.
• Quotation should be placed in a single courier (Hard Copy), clearly subject marked as “PROPOSAL FOR Invitation of quotation for Renovation of National Centre for Affordable Genomic Medicine (NCAGM), Department of Genetics, AIIMS.
• All duties, taxes and other levies payable on the components shall be included in the total price.
• Goods and Service Tax (GST) should be indicated separately.
• The rates quoted by the bidder shall be fixed for the duration of the contract/work order and shall not be subject to adjustment on any account.
• The Prices shall be quoted in Indian Rupees only (INR).
• Bidder must expressly mention the Name/Brand/Model No and any other extra specifications/configurations etc. of the items offered by them in the price schedule along with proper brochures. Specification Brochures should be submitted along with the bid.
• The bidder must mention in detail about the product being offered in lieu of the specified specifications and not by simply mentioning “Complied”. Quotations with no proper technical specifications/catalogues are likely to be disqualified.
Qualification of Bidders:
• Have the legal capacity to enter into a contract.
• Not be insolvent, in receivership, bankrupt or being wound up or subject to legal proceedings for any of these circumstances.
• Not have had the business activities suspended or debarred from public procurement by the State Government or Government of India.
Documents Evidencing Qualification:
• Bidders are requested to submit copies of the following documents as evidence of your qualification. Valid trading license/registration or equivalent/Exemption Certificate.
• Valid certificate of GST registration.
• Valid bank details (Passbook copy/cancel cheque)
• MSME certificate (If applicable).
• PAN and AADHAAR (For proprietor)
• Last year financial statements (Audited or Unaudited (with declaration).
• Last three years ITR acknowledgement.
• Self-declaration to the effect the bidder is not insolvent, in receivership, bankrupt or being wound up or subject to legal proceedings for any of these circumstances.
• Self-declaration that the bidder’s business activities are not suspended or debarred from public procurement by the Government of India.
Validity of Quotation:
• Quotations shall remain valid for a period not less than 30 days after the deadline date specified for submission.
Evaluation of Quotations:
The Purchaser will evaluate and compare the quotations unit wise that are determined to be substantially responsive i.e. which • Are properly on letterhead (Mentioned Name, Address, GST no, PAN no.) with signed and stamp on each page.
• Properly mentioned Document ref number, date and subject (Please see annexure 2)
• confirm to the terms and conditions and specifications.
• The Quotations would be evaluated unit wise; GST will be taken into consideration while evaluating the quotations.
• Any historical information, if required may be asked from the bidders during evaluation of quotes.
• The quotation must have the work clearly marked against the 5% community/govt. contribution.
• Make sure in the quotation, mention brand, model, make details of materials. (E.g., Steel, cement, paint, electrical, plumbing items, etc.). Ensure popular branded items are used for construction
Award of Contract:
• The Purchaser will award the work orders to the bidders whose quotations have been determined to be substantially responsive and in line with the above-mentioned eligibility & 8. Evaluation of quotation criteria and who has offered the lowest evaluated quotation price, compliance to the technical specifications.
Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. The numbers against each item may increase or decrease by 10 to 15 percent at the time of issuing the Work Order.
• The bidder whose quotation is accepted will be notified of the issue of work order by the Purchaser prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the work order.

• Payment shall be made within 25 days after completion of the service.
Vendors are requested to submit their soft copy quotations by 17:30 Hrs on 24 June 2026. Quotations received on or before the due date and time will be opened at 15:00 Hrs on 25 June 2026. Any quotation received after the stipulated deadline shall be treated as late and will be rejected without further consideration We look forward to receiving your quotations and thank you for your interest in this project.
