SUBJECT: Invitation of quotation for Impact Assessment of SBI Sanjeevani Clinic on Wheels(Rajasthan)

 

You are invited tosubmit your most competitive quotation for the following make as per the units mentioned in TOR. The standard forms in this RFP may be retyped for completion, but the bidder is responsible for their accurate reproduction.

1 Background and Context Access to primary healthcare remains a persistent challenge in geographically remote and underserved regions of India, where physical distance, limited infrastructure, and socio-economic barriers constrain timely care-seeking. The SBI Sanjeevani Clinic on Wheels is a flagship mobile healthcare initiative implemented by People to People Health Foundation (PPHF), with support from SBI Foundation and SBI Cap Securities. The programme operates across 40 villages in Kishanganj and Shahabad blocks of Baran district, Rajasthan, delivering doorstep primary healthcare services through Mobile Medical Units (MMUs).

 

The intervention integrates:

  • Mobile Outpatient Department (MOPD) services

  • Preventive and diagnostic screening

  • Referral linkages to higher facilities

  • Community awareness and behaviour change activities

  • Thematic health and Swachh Bharat camps

The programme is designed not only to improve service delivery but also to strengthen early detection, promote preventive health behaviours, and enhance linkages with the public health system.

 

Purpose of the Assignment

PPHF seeks to conduct an independent impact assessment to generate robust, evidence-based insights on the

programme’s effectiveness, outcomes, and implementation model. The assessment is expected to:

 

  • Rigorously evaluate programme performance against its intended objectives

  • Assess the extent of change attributable to the intervention

  • Identify scalable elements and operational efficiencies

  • Generate strategic recommendations for programme strengthening and replication

Objectives of the Assessment

The assessment will address the following core objectives:

 

  • Programme Reach and Equity

      • Assess the extent and inclusiveness of programme coverage

      • Examine reach among vulnerable and underserved populations

  • Access and Utilization of Healthcare Services

      • Evaluate changes in access to primary healthcare services

      • Assess utilization patterns of MMU services

  • Health Awareness and Behaviour Change

      • Measure changes in awareness of key health issues

      • Assess adoption of preventive and health-seeking behaviours

  • Early Detection and Continuum of Care

      • Evaluate effectiveness of screening services

      • Assess referral uptake, completion, and follow-through

      • Examine linkages with public health systems

  • Service Quality and Beneficiary Experience

      • Assess perceived quality, trust, and acceptability of services

      • Measure beneficiary satisfaction

  • Programme Efficiency and Implementation Effectiveness

  1. Analyse operational design and delivery efficiency

  2. Identify implementation strengths, bottlenecks, and innovations

  • Sustainability and Scalability

    • Assess the sustainability of the intervention model

    • Identify potential for scale-up and replication

The selected agency will undertake a comprehensive, mixed-methods evaluation covering the following:

Team Composition and Expertise

The agency should demonstrate:

  • Proven experience in public health evaluations

  • Prior work in rural and underserved geographies

  • Expertise in mixed-methods research and impact evaluation

  • Confidentiality and data protection protocols

  • Adherence to ethical research standards

Governance and Reporting

The selected agency will report to PPHF and engage closely with programme stakeholders. Periodic review meetings will be conducted to ensure quality, alignment, and timely delivery.

 

Proposal Submission Requirements

Interested agencies are required to submit:

    • Detailed methodology and approach

    • Work plan and timelines

  • Organizational Profile

Payment Terms

Payments will be linked to key deliverables, typically:

 

  • 50 % before Inception Report approval

  • 30 % Submission of Draft Report

  • 20% Final Report

  • Minimum 5 years of organizational experience.

  • At least 3 similar impact assessment assignments completed in the last 5 years.

  • Experience working with CSR, public health, or development sector projects.

  • Availability of qualified researchers and statisticians.

  • PAN, GST, and registration certificates.
